Strategic phase

During the strategic phase, the Cabinet shall —
determine for the next financial year and the following two financial years —
its broad outcome objectives;
its specific outcome objectives;
the forecast total amount of executive revenue and expenses for each financial year;
the forecast amount of executive expenses to be allocated to each Minister, official member, the Office of the Ombudsman and the Audit Office for each financial year;
the forecast total amount of core government equity investments, acquisition of other executive assets, and loans for each financial year; and
the forecast total amount of core government revenue, expenses, borrowing and net worth; and
prepare a strategic policy statement in accordance with section 23 incorporating the information determined under paragraph (a).
