Whenever by reason of damage, mishap or the necessity to effect repairs it is, at any time, not possible to maintain at least one of the lights required by section 3 to be maintained, the person responsible in that behalf shall immediately notify the person for the time being in charge of the Mosquito Research and Control Unit of the circumstances.
