Cabinet may make regulations for the improvement of livestock

The Cabinet may make regulations for regulating and controlling the husbandry, breeding and slaughter of livestock and bringing about the improvement thereof. Such regulations may include the —
establishment of artificial insemination stations and the regulation of the same;
inspection and licensing of sires;
establishment and maintenance of livestock registers;
castration of scrub animals;
importation and manufacture of feed and medicines;
housing and care of livestock;
improvement of pasture;
purchase and importation of semen;
culling of animals having an excess population;
slaughter and dressing of carcasses and the inspection and supervision of slaughterhouses and slaughterpersons; and
fees to be charged for services rendered by the Department of Agriculture.
