The Attorney General may, with the approval of the Governor in Cabinet, refer to the Court for hearing and consideration, any question of law or fact concerning -
the interpretation of the Constitution
the constitutionality or interpretation of any Law
any other matter that the Attorney General thinks fit, whether or not that other matter is in the opinion of the Court similar to the matters set out in paragraphs (a) and (b)
