The Legislature shall have the authority to levy or change the rates of revenue unless otherwise provided by law.

All Government expenses, assets and the incurrence of liabilities shall require appropriation by the Legislature, unless otherwise provided by law.

A law enacted by the Legislature shall govern the operation of the Government’s financial system and processes.
