Delegation of power to give guarantee

The Cabinet may delegate to the Financial Secretary, either generally or as otherwise provided by the instrument of delegation, the power to give a guarantee under section 17, but such delegation shall not include this power of delegation.
The Financial Secretary shall exercise any power delegated under subsection (1) in accordance with section 17.
A delegation under subsection (1) may be made subject to such conditions and exceptions as may be prescribed in the instrument of delegation and may be revoked or varied by a subsequent instrument.
The Cabinet may exercise the power to give a guarantee notwithstanding that it has delegated its exercise under this section.
