Nothing in this Part shall be construed as precluding the Governor in Council from declining to accord privileges or immunities to, or from withdrawing privileges or immunities from, nationals or representatives of any power on the ground that that power is failing to accord corresponding privileges or immunities to British nationals or representatives.
