This Part applies to workplaces.
Whenever it appears necessary or expedient the Governor may by regulations extend the definition of "workplace" contained in section 2 to any place that is not covered in that definition so that this Part may apply to such place.
Unless otherwise expressly stated, this Part shall be in addition to, not in substitution for, or diminution of, any other law.
