Subject to subsection (2), the fees chargeable for licences and permits are as prescribed by regulations and are payable on the first grant of the licence or permit, or in the case of renewal of a licence, on or before the thirty-first day of January in the year of renewal.
Notwithstanding anything to the contrary, no licence fee shall be payable —
by a member of any rifle club recognised by the Cabinet in respect of a Firearm User’s (Restricted) Licence in relation to any rifle, pistol, air gun, air rifle or air pistol; or
by the owner of any firearm in respect of which the Commissioner certifies that that Commissioner is satisfied that the firearm is of an obsolete type and is not intended by the owner to be used by that owner or by any other person.
