Prejudice to effective conduct of public affairs

A record is exempt from disclosure if —
its disclosure would, or would be likely to, prejudice the maintenance of the convention of collective responsibility of Ministers;
its disclosure would, or would be likely to, inhibit the free and frank exchange of views for the purposes of deliberation;

its disclosure would otherwise prejudice, or would be likely to prejudice, the effective conduct of public affairs.
The initial decision regarding —
subsection (1)(a) shall be made not by the information manager but by the Minister concerned;
subsection (1)(b) and (d) shall be made not by the information manager but by the Minister or chief officer concerned.
