The complainant, or the relevant public or private body, may, within forty-five calendar days, apply to the Grand Court for leave to seek judicial review of a decision of the Ombudsman pursuant to section 43 or 44, or an order pursuant to section 45(1).
In any appeal from a decision pursuant to section 43, the burden of proof shall be on the public authority to show that it acted in accordance with its obligations under the law.
