Minister may give general directions

The Minister may, after consultation with the Authority, give such general and lawful directions in written form as to the policy to be followed by the Authority in the performance of its duties and functions as appear to the Minister to be necessary in the public interest.
Neither the Authority nor its directors or employees shall be liable or responsible for any loss or damage resulting from any directions of the Minister.
A direction given by the Minister shall not apply in respect of a matter pending before the Authority on the day on which the directions are given to the Authority.
