Appointment of Immigration Boards, Director of Boards and Work Permits and functions of Boards

There shall be a Director of Boards and Work Permits who shall be a public officer and to whom each Secretary shall report.
The duties of the Director of Boards and Work Permits shall include —
the planning and co-ordination of the activities of —
the Boards; and
the Work Permit and Permanent Residence Administration section;
development and implementation of strategies and systems to promote efficiency in the processing of applications by the Boards and by the Work Permit and Permanent Residence Administration section;
meetings with the public, at his sole discretion, in relation to immigration matters; and
attending to administrative matters assigned to him by the Chief Immigration Officer.
The Boards shall have the following functions and powers —
the Work Permit Board shall have responsibility for —
processing, determining and granting of applications for the grant or renewal of work permits other than for an employer with a Business Staffing Plan Certificate; and
the adjudication of appeals from the decisions of immigration officers.
the Caymanian Status and Permanent Residency Board shall have responsibility for the processing, determining and granting of applications for the right —
to be Caymanian;
to reside permanently in the Islands; and
of a spouse of a Caymanian to possess a Residency and Employment Rights Certificate; and
the Business Staffing Plan Board shall have responsibility in Grand Cayman, Little Cayman and Cayman Brac for —
processing and determining Business Staffing Plans;
issuing Business Staffing Plan Certificates; and
processing, determining and granting applications for the grant or renewal of work permits applied for by any employer who possesses a Business Staffing Plan Certificate.
In addition to the functions referred to in subsection (3), the Boards shall —
determine any ancillary matter connected to subsection (3);
exercise such other functions and powers within the scope of this Law as the Governor may, from time to time, assign to it by regulation; and
exercise such other powers and functions as may be assigned to it under this or any other law.
