Savings, transitional and consequential provisions

Notwithstanding sections 4 and 15, the Cabinet may make regulations to provide for such savings, transitional and consequential provisions to have effect in connection with the coming into operation of any provision of this Act as are necessary or expedient.
Regulations made under subsection (1) may be given retrospective operation to a day not earlier than the day that this Act comes into force.
