General functions of Minister and Chief Executive Officer

The Minister has the general superintendence of all matters relating to merchant shipping and seafarers and is authorised to carry into execution the provisions of this Act except as provided in subsection (2) and of all legislation relating to merchant shipping and seafarers, for the time being in force, except where otherwise provided or so far as relating to revenue.
The provisions of this Act —
concerning revenue and matters related thereto, shall be administered by the Minister responsible for Finance; and
concerning the Port Authority and the Director of Ports, shall be administered by the Minister responsible for the Port Authority.
No action shall lie against the Government or any public officer or other person appointed or authorised to perform any function under this Act anything done or omitted in the discharge of their respective functions or duties unless it is shown that the act or omission was negligent or in bad faith.
