The Cabinet may make regulations providing for such matters as may be contemplated by, or necessary for giving full effect to, this Law and for its administration including the charging of fees for any administrative service provided by the Authority to a licensee or to members of the public upon request.
Without prejudice to subsection (1), the fees prescribed in Schedule 2 shall be charged for the administrative services specified in relation thereto, and the Cabinet may, by regulations, amend that Schedule.
Regulations made under subsection (1) and providing for the charging of fees for administrative services, are subject to affirmative resolution of the Legislative Assembly.
Without prejudice to the generality of subsection (1), the Cabinet may, for the purpose of facilitating business continuity and disaster recovery, make regulations that authorise the Authority to exempt from any provision of this Law or the regulatory laws any person or class of persons that is affected by a disaster for such period of time as the Cabinet may stipulate.
Without prejudice to section 32 of the Interpretation Law (1995 Revision) or to any other provision of this Law, regulations under subsection (4) may provide for —
a financial service business that would otherwise be subject to regulatory laws to which the exemption relates and the conditions to which the exemption shall be subject;
circumstances under which the Authority may withdraw the exemption from a person or class of persons;
limitation of the exemption to some or all financial service businesses that would otherwise be subject to regulatory laws; or
a stipulation that the exemption operates in respect of some or all regulated activities.
For the purposes of this section, "disaster" shall have the same meaning as in the Disaster Preparedness and Hazard Management Law (2019 Revision).
