The Governor may make regulations for the better carrying out of this Law including —

controlling the use by the public of roads and dykes constructed by the Unit;

prescribing the minimum depth of fill in reclaimed areas and ensuring that soil levels are maintained above minimum depth in reclaimed areas;

regulating the design, construction and maintenance of marinas, canals, islands and causeways; and

prescribing fees to be levied for the disinsection of aircraft and ships.
