identify any species whose numbers appear to the Council to be in decline;
prescribe an optimal population level for the species;
refuse to issue permits or licences for the taking of the species or for activities that are likely to have a negative impact on the species or its critical habitat unless there is a prior determination by the Council that the activity will not result in any reduction in the population of the species below the optimal level;
on a periodic basis, review the population status of the species and assess the adequacy of the previously established population level; and
develop and implement a conservation plan for any species whose population falls below optimal levels for the purpose of restoring the population to its optimal level.
