The Cabinet may make regulations —
prescribing, where a recipient of any pension benefit is incapable of managing his affairs, that it may be paid to another person on his behalf;
prescribing anything which may be required to be prescribed for the administration of this Law;
prescribing plan actuarial tables; and
for any other purposes deemed necessary to give effect to this Law.
If the Cabinet is satisfied that it is equitable that any regulation should have retrospective effect in order to confer a benefit upon or remove a disability attaching to any person or class of person's, that regulation may be given retrospective effect for that purpose unless the regulation as amended would reduce the benefit of a participant that has accrued prior to such amendment.
