A trustee of any property or any person interested therein, or in the validity or invalidity of an interest in that property may, without the institution of suit, apply to the Grand Court for a declaration as to any doubt or difficulty arising in regard to the application of the rule against perpetuities or this Act, such application to be served upon, or the hearing thereof to be attended by, all persons interested in such application or such of them as the Grand Court shall think expedient.
