General powers of Commissioner

The Commissioner shall have the command, superintendence and direction of the Service and may —
subject to section 8, make such appointments and promotions in respect of police officers as the Commissioner may see fit;
make standing orders for the general government of police officers in relation to their enlistment, discharge, training, arms, clothing, equipment and other appointments, and particular services as well as their distribution and inspection, and such other orders as the Commissioner may deem expedient for preventing neglect and for promoting efficiency and discipline; and
make such rules of practice and procedure for the efficient operation of this Act as the Commissioner may see fit.
The Commissioner may, in writing, delegate the Commissioner's powers to any officer of the rank of Chief Inspector or above.
Notwithstanding the generality of subsection (2), the Commissioner shall not delegate the Commissioner's power to hear any appeal relating to an offence against discipline or to impose upon a police officer any punishment which includes reduction in rank or discharge.
