The Cabinet may make regulations in relation to offensive trades prescribing or providing for —
registration or licensing and fees and charges in connection therewith;
the prevention of nuisances;
the restriction of the carrying on of offensive trades, or groups or classes of such trades to certain areas or districts, or otherwise than in certain areas or districts;
the construction, size, ventilation, drainage, cleansing, repair and maintenance of any building, yard, pen or other places in which any offensive trade is carried on.
