Every petition made under section 8 shall be tried in the same manner as an action in the Grand Court by a Judge sitting alone.
At the conclusion of the trial the Judge shall determine whether or not the outcome of the referendum was void or not and shall certify such determination to the Governor.
Upon the Judge’s certificate being given, the determination shall be final; and the return shall be confirmed or altered, or a writ for a referendum issued, as the case may require, in accordance with such determination.
