30. The Cabinet may, after consultation with the Authority, make regulations prescribing all matters that are required or permitted by this Law to be prescribed or are necessary or convenient to be prescribed for giving effect to the purposes of this Law and, in particular, to —
determine application procedures;
determine criteria for the grant of trade certificates;
determine procedures for providing the benefits accruing to developers or special economic zone enterprises;
ensure adequate security within such special economic zones which, by their nature require such provisions;
prescribe the fees payable pursuant to this Law; (ea) prescribe the form of any return required to be submitted under this Law; (eb) prescribe administrative fines, and the forms and procedures for the payment of such fines, to be imposed by the Authority under this Law; (ec) prescribe for appeals against the imposition of administrative fines;
determine the form of trade certificates to be issued under this Law and the procedures for amendment, suspension and revocation of trade certificates; and
