Annual plan and annual budget

No later than one month before the end of each financial year, the Office shall prepare and publish —
a plan of its proposed objectives for the forthcoming year; and
a report of the carrying out of its functions during that financial year; and
its approved budget for the forthcoming year.
The annual plan shall —
set out the Office's strategy for the forthcoming financial year to meet the objectives set out in any sectoral legislation;
set out the broad priorities of the Office for the two years following the forthcoming year provided that these may require adjustments in light of any sectoral policy published by the Government in any sectoral utility under the terms of any sectoral legislation;
include a series of key performance indicators against which it shall measure its performance during the forthcoming year;
include the level of remuneration to be received by non-executive and executive members for the forthcoming year; and
set out the Office's budget based upon its target activities for the forthcoming year.
No later than six months after the end of each financial year, the Office shall prepare and publish a detailed report of the performance of each of the sectors for which it has responsibility.
The Office shall, within twelve months of the coming into force of this section, prepare its five-year strategic plan for the sectors for which it has responsibility and shall update the plan every three years.
