Long range plans for airports

Except in so far as may be allowed by general directions of the Minister, the Authority shall not proceed with the implementation of any long range plans for the development of any airport except in accordance with the provision of a scheme made by the Authority and submitted to the Minister and approved by the Governor.
In this section —
"long range plans" means plans —
which have been formulated on the basis of statistics compiled in respect of movements of traffic, cargo and passengers within the airport; and
which have been projected to meet estimated requirements for development five years or more after the formulation of such plans.
Nothing in subsection (1) shall be construed as precluding the grant of any authority under section 5(2)(c) or of any lease, sub-lease, or other interest or concession under section 5(2)(d) for a period in excess of five years.
