35. (1) There is hereby established a Committee to be known as the Rules Committee of the Court which shall consist of the President and any two judges of the Court.
The President shall be the chairman of the Committee, the quorum of which shall be two.
It shall be the function of the Committee to make rules of court for the purpose of regulating appeals to the Court.
