Any person aggrieved by a decision of a court of inferior jurisdiction to that of the Grand Court in any matter arising out of this Act may appeal to the Grand Court against that decision under the usual process provided for such appeals and the decision of the Grand Court shall, subject to section 83, be final and binding on all parties
