Notwithstanding that certain penalties and forfeitures are by this Act expressed to be mandatory, the Cabinet may reduce or remit any penalty imposed by or under this Act, vary any order made or thing done under this Act and, in order to assist it to arrive at a decision, consult with any neutral and expert person as to any valuation or any other matter under consideration
