Evaluation and determination of application

The Director shall, within such time as prescribed after receiving a complete application, evaluate the application and determine whether the application should be granted or refused.
Upon receiving an application, the Director may —
request further information and documents as the Director may reasonably require to make a determination in respect of the application; and
require the applicant to take further action or steps as the Director may require, including requiring the applicant to seek alternative sources of funding, before the Director makes a determination in respect of the application or before the Director commences payment of the financial assistance.
Where the Director requires an applicant to take further steps as the Director may require, the applicant shall, where applicable, submit to the Director supporting documents which prove the applicant took the relevant action or steps.
