Refusal of certificate

Where the Commission is considering the refusal of an application for a certificate or the grant of a certificate subject to the attachment of a term, limitation or condition that is adverse to the applicant or is inconsistent with the terms of the application, the Commission shall inform the applicant accordingly and shall also inform the applicant that the applicant has a right to be heard by or to make written representations to the Commission before the Commission makes a decision on the application.
Written representations made under this section shall be made by the applicant within twenty one days after being informed under subsection (1).
The Commission shall have regard to any representations made by the applicant before making its decision.
