If it is provided that any Law may, as to the whole or any part thereof, be cited — (a) with any other Law to form a group of Laws; or (b) with any group of Laws, that group shall be construed as including that Law or part, and the collective title of the group shall state the year of the first Law in the group and the year of last Law in the group; and as often as any subsequent Law is added to that group the year in which the subsequent Law is passed shall be substituted for the last year of the group.
