Application of funds

Subject to subsection (2) and sections 17 and 18, and without prejudice to section 21, any income derived from rents, fees or other charges and any other income of the Council shall be held and applied to furthering the purposes of the Council in such manner as the Council may think fit.
Any funds appropriated by the Legislature for the purposes of the Council shall, subject to the terms of the appropriation, be applied by the Council as the Minister may direct.
