The Commissioner shall review a final investigation report made pursuant to section 7 and may proceed immediately to take disciplinary action.
Where a member of the Commissioner Ranks is the subject of the final investigation report, the powers of the Commissioner pursuant to this section shall be exercised by the Governor.
