Delivery of postal packages by masters

Masters of vessels arriving at one of the Islands from a destination outside such Island shall, without delay and before breaking bulk for any other purpose, deliver to the Postmaster General all postal packages on board addressed to the Post Office and, for the purpose of this section, every postal package addressed to any person in the Islands is deemed to be addressed to the Post Office.
