A certificate under the hand of the Commissioner specifying —
that a person was or was not, at a particular date or during a particular period, the holder of a licence;
conditions to which, at a particular date or during a particular period, a licence was subject; or
that a document required to be forwarded to the Commissioner under this Law was, or was not, forwarded, or was received on a particular date, shall be sufficient evidence of the matters specified until the contrary is proved.
