A secondhand dealer who is offered, shown or otherwise informed about an article —
that is being sold at a price that is significantly less than its value;
for which the seller is unable to provide proof of ownership as required by this Law;
that is being sold in circumstances that should lead him to suspect that the article is stolen,
shall make a report to the nearest police station or to a police officer without delay.
