Secondhand dealer to allow inspection

A secondhand dealer shall upon request from a trade officer, present —
any records required to be kept under this Law; and
any or all of the articles in the possession of the dealer,
and he shall allow access to the premises as the trade officer requires in furtherance of an inspection.
A secondhand dealer who prevents the carrying out of inspections or otherwise contravenes the provisions of this section commits an offence and is liable on summary conviction to a fine of ten thousand dollars or to imprisonment for a term of two years, or to both.
