In any proceedings under this Law, other than criminal proceedings, and whether by way of hearing in the first instance or by way of appeal, or otherwise, the court may receive any evidence that would not otherwise be admissible in a court if the court is satisfied that the admission of the evidence is required in the interests of justice.
