17. (1) If any person wishes to allege that a person in public life is in breach of this Act, that person shall report the matter to the Commission in writing —
stating the facts in support of the allegation; and
providing —
documentary evidence, where available; Cabinet.

A person who knowingly makes a false or misleading statement to the Commission commits an offence and is liable on summary conviction to a fine of twenty-five thousand dollars or imprisonment for two years, or to both.
