The Commission shall not divulge to any person or authority information or any document disclosed to it under section 20 except —
where the Commission is satisfied that there are reasonable grounds for suspecting that an offence has been committed it shall report the matter to the Royal Cayman Islands Police Service and the Director of Public Prosecutions;
where a court has ordered the Commission to produce a particular declaration or record; or
to a commission appointed under the Commissions of Enquiry Act (1997 Revision).
The records of the Commission and any information revealed by a witness orally or by the production of documents shall not be disclosed except in circumstances authorised by or under this Act.
