Schedule 4A has effect for the purpose of empowering the Governor to —
propose the listing of a person as being involved in terrorist activities;
designate a person as being involved in terrorist activities; and
propose the delisting of a person who no longer meets the criteria for a designation as being involved in terrorist activities.
