No person may use or keep, or cause to be used or kept, a vehicle, other than a vehicle exempted under this Act, with respect to which there is no licence issued by the Director.
A person who contravenes subsection (1) commits an offence and is liable, in addition to any other punishment imposed on that person under this Act, to a penalty equal to three times the amount of the licence fee chargeable in respect of the vehicle since the date of expiry of the last vehicle licence.
A sum payable pursuant to an order under subsection (2) shall, for the purpose of an enactment relating to the recovery or application of sums ordered to be paid by a court, be treated as a fine, and the order as a conviction.
The owner of a vehicle shall apply to the Director for a licence and the Director may, upon payment of the prescribed fee, issue a licence.
The fee referred to in subsection (4) shall be charged by reference to the renewal rate prescribed for vehicles of that description.
