Return of victims to home territory, etc.

The Cabinet shall establish a system to effect the return of victims to their territory of citizenship or to a territory in which the victim holds permanent residency.
The system under subsection (1) shall take into account the —
safety of the victim while in the Islands;
safe return of the victim without undue delay; and
wishes of the victim as to the choice of territory to which he is to be sent.
