Penalty for possession of short weights and refusal to allow inspection, or for obstruction

Any vendor who has in his possession any weights or measures short of the said standard or who refuses to allow the Inspector of Weights and Measures to inspect and test his weights or measures, fails to produce to such Inspector any weights or measures in his possession or otherwise obstructs the said Inspector in the performance of the duties imposed on him is guilty of an offence and liable on summary conviction before two Justices to a fine of twenty dollars and to imprisonment for three months.
