11. (1) In the circumstances mentioned in subsection (2), the Commissioner of Police shall, wherever practicable, make arrangements —
for preventing a young person from associating with an adult who is not a relative or other person having parental responsibility for that person and is charged with any offence other than an offence with which the young person is jointly charged; and
for ensuring that a young person who is a girl shall be under the care of a woman.
The circumstances are where a young person is —
detained in a police station; or
conveyed to or from any criminal court.
