If summons disobeyed, warrant may issue

21. If a person served with a summons does not appear at the time and place mentioned in the summons and it is proved to the satisfaction of the court in accordance with section 20 that the summons was duly served seven days or more prior to the date appointed for the appearance of the person before the court, the court after taking such evidence on oath to substantiate the matter of the complaint as it may in any particular case consider necessary, may issue a warrant to apprehend the person so summoned as aforesaid and to bring the person before the court to be dealt with according to law.
