The appellant shall, within three days after the day on which the appellant gave or served notice of the appellant's intention to appeal, enter into a recognisance before the Clerk, with or without sureties as the Clerk may direct, conditioned to prosecute the appeal to judgment thereon of the court, and to pay such costs as may be awarded by it or, if the Clerk thinks it expedient, the appellant may, instead of entering into recognisances, give such other security by deposit of money with the Summary Court or otherwise as the Clerk deems sufficient: Provided that if the complainant is acting on behalf of the Crown, the Director of Public Prosecutions, the Commissioner of Police or any department of the Government or is a public officer acting in that person's official capacity that person shall not be required to be bound by any recognisances or to give any security.
