Subject to section 9(1)(f) and (g) and subsection (2), a person shall not discharge or cause or permit the discharge of goods, or disembark or cause or permit the disembarkation of passengers or crew from any vessel, of passengers otherwise than upon a prescribed apron; and all goods other than passengers' baggage accompanied by a passenger, shall forthwith be removed to a transit shed.
Notwithstanding subsection (1), goods declared and produced to and accepted by Customs and Border Control as mail, bullion, coin or currency may be collected direct by the owner thereof.
