Subject to such conditions as the Director may think fit to impose, importers shall, on request, be permitted to draw samples of imported goods sufficient for any of the following purposes —
to determine liability to duty;
to determine the condition of the goods;
to determine the quality of the goods; or
for the purpose of demonstrating the goods.
